After talking with the electrical contractor (selected last Friday) and looking in the daylight, I can confirm that they are the hollow pipes/cables which will carry the electric cabling proper.
The headache now is the spoil heap. The builders have decided that the soil is no good for back-filling around the cellar because it has gotten wet. But it was their cunning idea to store it next door over the Winter (and I paid them for that). Now they would like to be paid to move the soil away and then paid again to bring in some nice dry soil. Pah. Emergency negotiations at the site tomorrow at 08:30.
